Echo Base Code Updated

I was able to improve the code for my Echo Base mod.  Now MEGA-TAGS and shotgun blasts can do multiple damage or healing to the base.  This should make it easier to take out a base - one well placed 3 or 4 point mega shot should knock it out, thus neutralizing a full strength Echo Base!

Remember once a base is neutralized, it's up for grabs - anyone can own it.  Simply shoot a neutralize base to own it for your team.  Also if your base is severely damaged, you can instantly heal it to full strength with a shotgun blast or Deluxe Mega-tags.

One other thing I forgot to mention.  The base will detect, upon it's first hit, what kind of game you're playing.  If you're playing a hosted games, the tag signature will look a bit different than a hosted game.  The first "tag" the base receives, will tell ECHO BASE to ONLY look for "hosted" hits for the rest of the game (until it's powered off).  This means if you're playing a hosted game, and some kid tries to cheat and reset his LTX and join in with a grab-n-go game - the ECHO BASE wont recognize it.  But if the first hit on an ECHO BASE is a grab-n-go game, it will only recognize those types of hits.
